Parameter | Explanation |

VCBO Max | Maximum collector-base voltage with emitter open circuit . |
VCEO Max | Maximum collector-emitter voltage with base open circuit. |
VEBO Max | Maximum emitter-base voltage with collector open circuit. |
VCEsat (included where applicable) | The voltage drop across the collector-emitter when the transistor is fully saturated (acting as a closed switch). |

The BC117 is described as a small high voltage NPN transistor. The VCEO and VCBO withstand voltages are well above those for most other transistors for the size.
The most common outline is the TO105 and that is given in the data above, but references to a TO18 style can have also been seen.
The TO105 is a plastic encapsulation and with the higher voltages that an be used with this transistor, it seems sensible to have a plastic encapsulation.
While the operating voltages are higher, the current levels and other parameters are not as high as may be obtained with lower voltage transistors, but this is a trade-off that might need to be made.
